IEP Goals Progress

The IEP Goals Progress module and workflow within PAETEP is used to collect the evidence needed to fulfill the IEP Goals Progress portion of the Teacher Specific Data Rating section on the 13-1 form.


Similar to the Student Performance Measure (SPM) process, the IEP Goals Progress is initiated by the teacher and includes an Action Plan, Mid-Year Update, and Year-End Update. 


All professional classroom teachers should consult their LEA regarding the established 'n' count to determine if they are required to complete an IEP Goals Progress.


Note:

  • The completion of an IEP Goals Progress template is independent and in addition to the completion of an LEA Selected Measure.  That is, all professional classroom teachers that are required to complete an IEP Goals Progress template are also required to complete an LEA Selected Measure (i.e., Student Performance Measure).  
  • All professional classroom teachers are required to complete an LEA Selected Measure (i.e., SPM).

Q: Who is required to complete an IEP Goals Progress?  What is an 'n count'?


According to Act 13, Chapter 19 provides for local flexibility in establishing an 'n count', below which a classroom teacher will not be evaluated on students’ progress in meeting IEP goals.  


1) The n count may not exceed 11, the n count used by PDE for determining growth under PVAAS. 


2) An “active n count” based on the portion of instructional responsibility may be used rather than an “actual n count”. 


For Example - A teacher may have an “actual n count” of 20 students; however, each of those students may be claimed with only 50% instructional responsibility.  In this case, the “active n count” would be 10 students (20 x .50 = 10), not 20. 


3) The n count should apply to a grade-level cohort or correlate to all students within a subject area rather than a single class or course taught by the teacher.


Important Notes:

  • The IEP Goals Progress template has been built into PAETEP so that teachers, if needed, can complete it electronically and submit to their supervisor for review.
  • A teacher should consult their LEA and the established n count to determine if they are required to complete an IEP Goals Progress at the beginning of each school year.
  • If required by a teacher to complete, the final score from the IEP Goals Progress process will constitute at least 2.5% of a teacher's final summative score on the 13-1 form (that is, within the Teacher Specific Data Rating section of the 13-1 form).
  • The completion of an IEP Goals Progress template is independent and in addition to the completion of an LEA Selected Measure.  That is, teachers that are required to complete an IEP Goals Progress template are also required to complete an LEA Selected Measure (i.e., Student Performance Measure).  Learn more about Student Performance Measures
  • According to PDE, an LEA may elect to differentiate n-counts based on instructional settings (e.g., setting a lower n-count for an exclusive environment).

Q: What questions are included in an IEP Goals Progress?


The IEP Goals Progress is divided into three sections: The Beginning of the Year, the Middle of the Year, and the End of the Year.

Beginning of the Year - The employee will complete an Action Plan. The Action Plan contains the following questions.


1. Student Challenge/Need - Relative to IEP Goals
2. What is the current context, corresponding evidence, and/or anecdotal information that informs your identification of this challenge or need?
3. What is your proposed response?
4. What resources are available to assist you in addressing the student challenge/need?

5. If applicable, what additional expertise, resources, and/or other supports would assist you in meeting the student challenge/need?
6. What action steps will you implement to address this student challenge/need?
7. Framework Domain Alignment
8. Define progress toward the identified IEP goal(s).
9. What student performance evidence or artifacts will you use to measure the progress and effectiveness of your response?
10. Describe the specific criteria that will inform the Educator Effectiveness Rating.



Middle of the Year - The employee will complete a Mid-Year Reflection that asks the following question.


Reflection - Reflect on your success, unanticipated barriers, any supports that could have been useful, and next steps.



End of the Year - The employee will complete a Year-End Reflection that asks the following question.

Q: Can I create a template IEP Goals Progress for my staff to use?

Q: How can I view the IEP Goals Progress's final rating when completing a 13-1 Form?


The IEP Goals Progress's final rating will be visible in the quick view panel of a 13-1 form under the IEP section. See image below for details.

Q: How do I change the rating on an IEP Goals Progress?


If an IEP Goals Progress has already been completed, and you would like to change the rating, you can do so by reopening the observation. To reopen, click on the Actions dropdown menu, and select "Reopen". 
 
After reopening the observation, you can go into that observation, select a new rating, and initiate the authentication process once again.

Note: If you would like to change the rating on an IEP Goals Progress that is not yet completed, you must both authenticate the observation so that it is completed. This will then give you the option to reopen the observation.
