Educator Effectiveness Annual Report (EEAR)

The Educator Effectiveness Annual Report (EEAR) is an essential tool for LEAs when reporting educator performance data to the Pennsylvania Department of Education. Through PAETEP, clients can easily access and compile the necessary summative data for this report, which is based on the results of completed 13 rating forms each school year.


PAETEP streamlines the process by automatically summarizing the data, allowing school administrators to efficiently generate and submit their EEARs, saving you valuable time and effort.


To access your EEAR data within PAETEP, follow the directions below. 


Note - PAETEP provides you with the aggregate data to complete the EEAR report which is due each year by February 28th.  To complete your EEAR report for PDE, you will need to access your MyPDESuite and the FRCPP application. For directions on how to do this visit the Educator Effectiveness section of the PDE SAS portal. From the Educator Effectiveness page, select the Professional Development tab and the EEAR training.  See image below.

Accessing the Report

Note - the Educator Effectiveness Annual Report is only available to School District Admin users. That is, these reports are not available to individual teachers and/or building principals.


To view the EEAR report, School District Admin users should log into PAETEP and click on the Reporting tab, found in the navigational pane on the left. From the Reporting menu, select "Educator Effectiveness Annual Report (EEAR)".




Educator Effectiveness Annual Report by Building

This report provides data for the purposes of completing the aggregated data portions of the Educator Effectiveness Annual Report (EEAR). Please note that this information is as accurate as the information reported on completed 13 rating forms. 

This data is reported with the following parameters: 
  1. If multiple 13 rating forms were completed for an individual in the selected school year, the ratings from the most recent form ('Rating Date' field on the 13 rating form) is reported. 
  2. The building assignment reported for each individual is based upon the building selected in the 'School' drop down field on the 13 rating form. However, for 13-2 and 13-3 rating forms, if the individual works in multiple buildings, then the percent assigned to different buildings on the 13-2 or 13-3 form is reflected on the report.
  3. The exception to rule #2 is if ‘District Level’ is selected as the ‘School’. For example, if ‘District Level’ is selected as the ‘School’ on a completed 13-2 or 13-3 rating form for an administrator/supervisor, then their final score will be reported for the District Level building.



Educator Effectiveness Annual Report by Individual

This report provides the specific data from all completed 13 rating forms. In addition, this report includes the ESSA calculation for classroom teachers.  Please note that this information is as accurate as the information reported on completed 13 rating forms. 

This data is reported with the following parameters: 
  1. If multiple 13 rating forms were completed for an individual in the selected school year, the ratings of each are reported. The Rating Date indicates which 13 rating form is the most recent. 
  2. If a user is not listed, please ensure that a 13 rating form was completed by reviewing information on the Supervision Management page and/or the individual's User Summary page. 



ESSA Effectiveness Ratings

For the 2017-18 school year and beyond, PAETEP's Educator Effectiveness Annual Report includes the ESSA Effectiveness Rating calculation data.


Educator Effectiveness Annual Report by Building - provides aggregate totals, including the total number of teachers considered Ineffective and Effective by building. According to the calculation, teachers with an ESSA Effectiveness Rating calculation of (0.00-1.99) are considered Ineffective and (2.00-3.00) Effective.

Note from PDE: Please note that federally-required, building-level reporting on rates of inexperienced, ineffective, and out of field educators is separate and distinct from educator evaluation data, and therefore has no impact on the completion of teacher (13-1 forms) and principal evaluations. Only building-level aggregate totals of Effective/Ineffective classroom teachers will be reported to PDE per ESSA’s requirements.

Q: How do evaluations completed on District-Wide employees contribute to this report?


If ‘District Level’ is selected as the ‘School’ on a completed 13-2 or 13-3 rating form for an administrator/supervisor, then their final score will be reported for the District Level building on the EEAR report. Note that only supervisors can be designated as 'District Level' employees.

Q: How do I export this data?


At the top of the report, you will find several helpful buttons/filters, including the option to export the report as a .csv file. Simply click this button, and your browser will begin downloading the report.
