User Roles Explained

The Five Basic User Roles

There are 5 basic roles for certified educators within PAETEP:

  • Teacher
  • NTPE (Non-Teaching Professional Educator) and associated discipline specific sub-role (i.e., School Counselor, etc.)
  • NTPE Supervisor* - Used with NTP Supervisors to allow the supervision of teachers and non-supervisory NTPs, and Support Staff.

  • Building Principal* - This role is given to any Principal and/or Assistant Principal. This role allows the user to evaluate and supervise teachers, NTPs, and support staff
  • School District Admin - This role is typically given to the Superintendent, Assistant Superintendent, Human Resource Director and any other user that needs to manage the district's portal. School District Admin users can evaluate and supervise all other user types (e.g., Teachers, NTPs, Support Staff, Support Staff Supervisors, NTP Supervisors, and Principals).

*If given the building lead designation via the assignments tab, these users can supervisor users with the same role.  For example, NTP Supervisors with the building lead designation can supervisor other NTP supervisors and any support staff supervisors. Principals with the building lead designation can supervisor other Principals and any support staff supervisors.

For those clients that have added the Custom Form module and signed an amendment to include and evaluate their support staff within PAETEP, the following basic roles are used.

  • Support Staff (e.g., paraprofessionals, administrative assistants, custodians, maintenance, food service, etc.)
  • Support Staff Supervisor (e.g., maintenance supervisor, food service supervisor, etc.)

Registered User - The system will always require that users have the Registered User role, which is automatically assigned at user creation.  Do not remove this role.

Understanding Role Configuration

Some roles within PAETEP are stand alone roles and some roles need to be combined with other roles to give the user the correct access.

Stand Alone Roles

  • Teacher
  • Building Principal
  • CTC Director
  • School District Admin
  • Support Staff
  • Support Staff Supervisor

NTPE Role and Sub-Roles

The NTPE (Non-Teaching Professional Educator) role is always used in conjunction with another discipline specific NTPE sub role (i.e., school counselor, social worker, etc).

NTPE Non-Supervisors - If a user is an NTPE non-supervisor, then the NTPE role must be combined with one of the following NTPE non-supervisory discipline specific sub roles.

  • Behavior Specialist

  • Dental Hygienist

  • Elementary School Counselor

  • Home School Visitor

  • Instructional Tech Specialist

  • Mental Health Treatment Specialist

  • Mental Health Worker

  • NTPE Other

  • NTPE TAC

  • Online Educator

  • Physical Occupational Therapist

  • School Nurse

  • School Psychologist

  • Secondary School Counselor

  • Social Worker

  • Speech Language Pathologist

Note - The NTPE Other role for non-supervisors is an NTPE sub-role that can be used when one of the specific NTPE sub-roles do not apply or when the teacher role is deemed inappropriate.

NTPE Supervisors - If a user is an NTPE supervisor, then the NTPE role must be combined with one of the following NTPE discipline specific supervisory sub roles AND the NTPE Supervisor role. The NTPE Supervisor role allows an NTPE supervisor to perform evaluations and enter evidence for other non-supervisor NTPEs, teachers, and/or support staff.

  • NTPE Other Supervisor

  • Supervisor of Curriculum and Instruction

  • Supervisor of Pupil Services

  • Supervisor of Special Education

  • Supervisor of Vocational Education

Note - The NTPE Other Supervisor role can be used when one of the specific NTPE Supervisor roles (Supervisor of Special Education, Supervisor of Curriculum and Instruction, Supervisor of Pupil Services, or Supervisor of Vocational Ed) do not apply. All the NTPE Supervisor roles are provided the Framework for Leadership.  To learn more click here.

Teachers with Unique Roles

According to Act 13...

  • Classroom Teacher is defined as a professional employee or temporary professional employee who provides direct instruction to students related to a specific subject or grade level.

  • Nonteaching Professional is defined as an educational specialist or professional employee or temporary professional employee who provide services and who is not a classroom teacher (including, counselors, dental hygienists, home school visitors, instructional technology specialists, nurses, school psychologists, social workers, speech and language pathologists, instructional coaches, or supervisors of curriculum and instruction).

In some instances an LEA may have a professional employee or temporary employee working in a unique role. Based on the definitions above, LEAs should decide whether the individual with a unique role is treated as classroom teacher or nonteaching professional.  When making these decisions, PDE recommends that the district consult their solicitor. For guidance from PDE, please contacRA-PDE-Evaluation@pa.gov.

The following are some typical examples.

Classroom Teacher 13-1
Health Teacher

Librarian
ROTC Instructor
Alternative Education Teacher

Non-Teaching Professional 13-3

Reading Coach, if no direct instruction with students
Reading Supervisor

Individuals with Unique Roles and Roles within PAETEP
