Finalizing 13 Rating Forms

When PDE releases Building Level Scores and Teacher Specific Data (% Proficient/Advanced and Growth/PVAAS Scores) for the previous school year, supervisors should finalize and submit 13 rating forms for professional employees.

Building Level Scores


Building Level Scores are released by PDE in late October / early November for the previous school year. To view scores, see View Building Level Scores.


Building Level Scores can be manually added to 13 rating forms and/or added to your PAETEP portal by a School District Admin user.  For more information, see Add Building Level Scores to PAETEP.


Note - If Building Level Scores are added to your portal, then they will auto-populate on newly created 13 rating forms.  If 13 rating forms were saved prior to adding Building Level Scores to the portal, then saved forms must be individually edited to populate the Building Level Scores and for purposes of adding Teacher Specific Data as indicated below.  





Teacher Specific Data


Teacher Specific Data must be manually added to 13-1 Rating Forms.  


For classroom teachers that teach in a tested area, Teacher Specific Data includes the percentage of students that scored Proficient/Advanced on state assessments and, for some teachers, a three-year rolling average Growth/PVAAS score. 


Note - According to Act 13, where Teacher Specific Data is available and attributable to a classroom teacher, it must be used when completing 13-1 annual rating forms.


View Teacher Specific Data (% Proficient/Advanced and Growth/PVAAS) via the PVAAS/PEERS system.

  • Log into PDE's PVAAS System
  • From the Reports menu under the Teacher Reports section, select the following (see images below). 
    • Teacher List by School - %P/A
    • Teacher List by School - Growth 
  • If you have access to multiple schools, select the appropriate school from the left filter panel.
  • Either export, or obtain the needed data from the reports.


To export the report:

  • Click the “Export to Excel” button on the right hand side.  Save your report.  
  • Use the exported Teacher Specific Data (% Proficient/Advanced and Growth/PVAAS) to finalize 13-1 forms for teachers that teach in tested areas.

Bulk Export, Print and Sign 13 Rating Forms 


PAETEP gives School District Admin users, Building Principals, and NTP Supervisors the ability to bulk export and print completed 13 rating forms.  


In addition, PAETEP gives School District Admin users (i.e., Superintendents) the option to bulk sign completed 13 rating forms.

Q: How do I find building level scores?


Building Level Scores are made publicly available by the Department of Education and typically are released in the fall for the previous school year. To view this public list, see View Building Level Scores.

Q: How are Tenured / Temporary Professional Employees evaluated in PAETEP?


According to Act 13, non-tenured / Temporary Professional Employees should be evaluated twice annually using Semi-Annual 13 rating forms.

Q: Why is an item missing from the Observation Summary Quick-View Panel?


When completing a 13 rating form, the Observation Summary quick-view panel is a useful resource for determining a score depending on evidence documented in PAETEP.  The Observation Summary panel will display any completed items for the same school year as the form displayed.


Click on the Observation Summary headers to view relevant data and evidence.




If you feel that an item is missing from the Observation Summary panel, please ensure that the item is completed and marked with the same school year as the 13 rating form you are working on.

Q: How do I determine who singed the 13 form electronically?


Although not required for submission, electronic signatures can be used in PAETEP. It is up to the LEA to determine if electronic signatures will be used or if hand-written signatures on printed copies are preferred.


To view signatures, you can either:

  1. Individually view the 13 rating forms from the User Summary page
  2. Bulk Export all forms, and view the PDF File containing all forms and signatures (for more, see Bulk Export, Print, and Sign 13 Rating Forms)

Q: What is a 13-4 Rating form used for?


According to Act 13 and the Department of Education's SAS Portal:


The optional 13-4 rating form may be used for those professional employees who were rated unsatisfactory the previous rating period or rated “needs improvement” twice within the last four years by the same Local Educational Agency (LEA).

Q: What should I do if an employee works in multiple buildings, but one of their buildings does not have a Building Level Score (such as a K-2 primary building)?


If an employee works in multiple buildings, but one of their buildings does not have a Building Level Score, that building should be given a score of "0".   The rating form will then supplant the score received for Observation and Practice, as directed by Act 13.
